But having experienced the crisis and collapse of the Soviet Union,[link widoczny dla zalogowanych], I think their views are exaggerated.
Supporters of the Reagan myth admit that what determined the fate of the Soviet Union was the economy. Though the Soviet Union did see complaints about authoritarianism and minority issues, the basic reasons why the public was critical of the system were economic incompetence and their difficult daily lives. Beginning in the 1960s, the Russian people realized that their living standards fell far behind those of developed countries.
According to official USSR statistics, economic growth plummeted from 7.4 percent between 1971 and 1975 to 4.4 percent between 1976 and 1980 and to 3.7 percent in 1981-1985. The U.S. Central Intelligence Agency estimated the growth rates at 5.4 percent, 2.6 percent and 1.8 percent, respectively. But actual growth was far below that, according to recently released Soviet statistics.
What is certain is that the economic crisis was caused by contradictions inherent in state socialism,[link widoczny dla zalogowanych], and that the crisis started way before Reagan was elected president. The continuing decline in economic growth had little to do with Reagan's policies.
If Russians had been unaware of the facts,[link widoczny dla zalogowanych], even if their economy and living standard lagged far behind those of developed countries, the economic crisis wouldn't have caused political results. The people began to oppose state socialism because they were aware that their living standard was lower than that of advanced countries.
They had two main ways of learning about living conditions in developed countries. First, propaganda was effective. Many Soviet citizens turned on their short-wave radios every evening to listen to news they were unable to access through the domestic media. However, many believed that foreign radio networks,[link widoczny dla zalogowanych], like their local counterparts, were distorting facts as part of psychological warfare.
What was more influential still was rumor. Stories provided by people who had been abroad,[link widoczny dla zalogowanych], experiences of contacts with foreigners and impressions gained from watching foreign films and reading foreign magazines proved what living standards in advanced countries were like. Those Russians who had access to imported goods and equipment keenly felt the difference.
What brought about the collapse of the Soviet Union,[link widoczny dla zalogowanych], then, were exchanges enabling the spread of knowledge about the outside world rather than pressure or isolation policies. That historical fact is an important example for South Korea's North Korea policy. The North Koreans, once they learn the truth about the outside world,[link widoczny dla zalogowanych], will begin to realize the flaws of their system and demand change.
